Model Design Help

I have a lot of layers that can possibly be used, but I'm not sure how to maximize how it looks, etc. 
I used a 64x64 grid, with half for the dress and legs, and the other sides on the top half for wings, and now I'm stuck with this whole middle without a clue how to detail! D:
It would be really hard to try and put it on a crease pattern as of now. I'd really like to put hair, fingers, bangs, etc. I'm willing to put the CP as of yet up if somebody knows what to do x-x
This is what I have so far. (this is a test paper, I plan on using an ivory tissue paper for it for a final draft)
