Folding a goose

Hi, I've been trying to fold the goose by John Motroll that is published in the book Origami for the Connoisseur, and I'm stuck. The goose looks like this:
So, I'm stuck on steps 15 to 16. I don't understand how you fold out those two "flaps" without doing an inside reverse fold...
