Well, you could just glue/tape smaller sheets of paper together and form a gigantic sheet. The only other option I can think of is to contact some paper producer and order some huge paper sheets from them.

Depends on what the record is...
The larger the paper, the thicker/heavier it should be, especially becuase I'm assuming you're not planning on folding a complex frog (the simpler, the less paper it requires, so the larger it can be). This will keep it from ripping (folding big can be tricky) and would probably hold it's shape better if you plan on it not being totally 2-dimensional.

If you really want to, you could try to make it yourself. There are suppliers who will send you fiber to your specifications (make up of fibers (abaca, cotton, etc.) and beating time). It may get expensive with that much fiber, and it would be a pain to set up the sheet, but it may be possible. You would need a very very big flat surface (as big as the paper), and I think it may have to be glass. You could try putting glass plates next to each other over a large area. Then pour the fiber onto the glass and let it dry sufficiently. You could also make several smaller sheets in the traditional manner and overlap their edges so they dry together. Or even use MC to 'glue' smaller, already-made sheets together.
I would think that acquiring the paper, whatever means you decide to use, is the hardest part of what you are trying to do. Good luck, and perhaps we will have a new record!
