Help with Dai Lu's "Giant Squid"

The diagrams are in the Tanteidan Convention book from 2013, beginning on page 106. I'm stuck on step 33, which looks like some kind of unwrap. I can make the model look like it should in step 34, but in doing so I mess up the layers beneath. (I don't know what to do with the legs of the little bird base pictured in 31.
