Origami Tanteidan is a magazine that comes 6 times a year and this is the third one of 2008

No, this is the magazine. It comes out six times a year. The convention books are totally different.

This may be a dumb question, but is the clown the model on the cover of the magazine?

Yes, but it's only a CP. Not very hard though, diagonal boxpleating for most parts.

How/Where can I get this magazine?
Is there a subscription just for the magazine or you receive it because you are a member of some spcific origami association?

This magazine is produced by JOAS (Japan Origami Academic Society) and it is called ORIGAMI TANTEIDAN magazine.

The magazines can only be bought per issue and one issue includes 6 magazines.

You cannot purchase individual magazine issues. You must subscribe for a full year's subscription volume (six issues) for $50. You can get volumes as far back as Vol. 11, #61-66. Must use international postal money order.

You can ALSO join JOAS for an extra $50. This supports the organization, allows you to vote at their meetings if you're in Japan, and you also get a calendar and an exclusive diagram booklet. Past ones have been Hojyo's Icarus, Komatsu's Giraffe, Kamiya's Hermit Crab, and most recently Hojyo's Vajrapani.

Sorry confused the words issue and volume, stupid foreign words...
But that's what I wanted to say, that one volume contains 6 issues and you have to buy them together.

for internaional postal money order do you just send your name and the money?
or do you have to pay for international postal money order?

You have to go to the post office to get one. And yes it costs money, probably around three dollars.
