Hmm, that's a tricky question. I think that Kamiya's and Langs creations don't really like me that much, since they're just paper insects and (mythological) animals. I'm a good friend of Eric Joisel's humanoid creations, and I'm an acquaintance of Hojyo Takashi's work.
I'd say that Eric Joisel's work likes me the most.

For technique, I'd say Kamiya.
For balance, I'd say Lang.
For artisticness, I'd say Joisel.

I think that it would be unfair to any artist to bick one as "best." They are al superb folders, and lets be honest, they have all made some of the best models in the world. Legionzilla is pretty much right by identifying what each artist's strong point is. For Takashi, I would say the human figure
