Logistics question

How exactly do I make an angle bisector or trisector in the center of the paper? Whenever I try to do this, I have trouble getting a precise fold... there's just no real reference for it, nothing to line the edge up with. I'm good at boxpleats because all of their folds are typically 45-90, but the circle-packed models with multiple center points are giving me trouble.
Also, how do you make folds parallel to a certain line? For instance, in the CP for Kamiya's phoenix, there are alternating mountain/valley folds parallel to the diagonal of the square. How would I fold something like that?
