I thought me to be rather proficient, but I just can't get from step 20 to 21 without ripping the paper:

Wrapping a single layer around. It's not too hard to do once you get it.

In order to do it cleanly, you must open the model partially, then fold the edge over and collapse again. Just be sure to remember how the folds go into place after opening.
