Dragon help please

I'm stuck on step 47 of this model http://dev.origami.com/diagram_load.cfm ... _ce_25.pdf

I don't understand what it is asking you to fold down or what it's supposed to look like afterwards. If anyone can help, I would greatly appreciate it!!
