Help with origami rose

I get up to the part where I have to twist it to make the shape of the rose and I cant figure out what i am doing wrong??? (i get up to step 24 on this tutorial: http://www.bloom4ever.com/howto/howto07.htm)

You don't necessarily have to twist the model to make the valley fold. It's easier to lay the model flat and make the crease seen in step 25A.
