Can someone tell me what ratio the rectangle is for the waves? My japanese isn't so good.

The lenght of the rectangle isn't important, you can make it larger or shorter, however you want it. Therefore I would start with anything you have at hand may it be A4 or letter or anything else.
The square for the boat is one third of the width of your rectangle (for example 7cm if you start with A4).

Herman Van Goubergen has published diagrams in BOS magasine 242 aswell. In those diagrams he recommends A4 paper.
