Need help on Elias stretch

So I'm on step 29 of Brian Chan's single sheet rose and I don't exactly know what an elias stretch is. So if anyone would care to explain or even better, post some pics on how to do the part, it would greatly appreciated. ^^

i just finished this model the day before yesterday with some foil tissue i made and it turned out decent. everybody else like it but im my own worst critic. worth the time spent folding it though. its cute! good luck!
