Well, it depends. But anyway, which vietnamese forum is this? Vntopic or the VOG one? By the way, don't trust Vntopic, it will do something to your computer.

at the beginning you can see a CP. I think this was published with Kamiyas permission.

It sounds Yann Tiersen-ish to me. I believe she's Japanese, so that would make sense. If not, it's probably from an anime. (Search "top emotional OSTs of all time" on youtube and you might be able to find it.)

the cp is published there, indeed... however look at the quality, having only this you wouldn't be able to fold it ;) so I wouldn't say it is legal to post official CP.

hey, don't you think thats because of quality, of video compression? And and after all, it is fairly possible to fold a model from the cp we see. Some lines are blurry, but those were clear to fold even before. In video we can see the tail part quite nicely as it zooms.. So i strongly believe it has kamiyas permission. Thats my thought

in the CP to the 2.1 version you have some unused paper at the edge with scales, you can fold them as in 3.5 - only problem is that on top part you have 2 units left, and on the bottom you have 1 unit left, and with 1 unit it is much harder (or impossible) to make dorsal scales, so you have to move the whole bottom structure 1 unit to the top.
also it is easy to modify 2.1 to have scales shaped, but i don't think it would loog good.
on this fold i can see the legs are shaped 3.5-like, + the folder was skilled - there are no 'squares' from basic grid on the legs,

VOG. and i know about vntopic, it used to be good a few months ago, and i signed up on it, but then it went downhill and blew up.

I don't really understand what you mean?
I've started folding Ryu Zin almost 2,5 years ago, and posted some photos of the process, so I'm surprised that you're surprised :P
