John Montroll Stink Bug help

Hi,
I am trying to fold the stink bug from John Montroll's book "Origami for the enthusiast". However am stuck on step 18, where it says pull out inside layers, cant seem to understand how and which layer is he talking about. Any help will be appreciated.
