Satoshi Kamiya's hercules beetle (tanteidan 18)

I've tried folding this several times, and the lines in steps 17 & 18 never line up with the diagrams. I am folding from perfect squares, and this is getting extremely annoying.
Is this a mistake in the diagrams or something? i can't figure it out
