Having trouble with Nolan Fairy

I'm trying to make one of JC Nolan's fairies from his book Creating Origami: An Exploration into the Process of Designing Paper Sculpture. I just can't seem to get past point 20! Does anyone know if there's a video somewhere or any tips on how to fold this... My sister in law wants a mobile of fairies and this is the one she likes!
