in origami sourcebook there is a model called daedalus can someone help me with step 22 please

Step 22 are actually two steps (which is the worst thing about this book.... you very often get several steps packed into one step).

First you inside reversefold the lower corner of the wings.

The second part is to crimp the wings/head. The valley fold goes through the wings as well. Two layers of the head go to the front, two layers behind. After you've folded the valley folds fold the wings back on the noted mountain folds.
This step has two results. The head will be thinner and the wings will be moved upwards.

can someone give reference points for step #10 i think they are the top of the center of the triangle for the top and the very end of the triangle for the bottom one but im not sure because for step #11 when it says pull out loose paper it does not come out as shown

Well, problem is that you don't have any reference points for most folds of this model. You'll just have to try around a bit to come up with a result you are satisfied with.

What's going on in step 11? Are any new folds being made that just aren't drawn? (I'm using Ansill's book) This has to be an easy step, but it doesn't lay flat or look like step 12 when I try and pull out some paper...

Heh, yeah, I suppose the lack of reference points are really the only problem. I just decided to improvise that step with the "arrange the layers however you can so it resembles the next step and slowly crush flat" method. I dislike doing that, but it worked out ok... Just finished it and it looks fine, just the proportions on the calves/thighs are a little weird.

First attempt was copy paper, looks a lot better in tracing paper.

Not perfect, but it turned out pretty nice.

That's from 9 x 9 in. I would have cut it smaller, but I figured it would be too much trouble to neatly pleat the wings or sink the head at the end.
