Can anyone tell me what this means?

I am having trouble with an instructinon on a diabram. It sais bring a layer to the front but I dont understand exactly what i am supposed to do. Can any one hekp? It is step 48 on a diagram for a bat. The site is

its something like sinking the tip down but dont let the tip go down but bring the layer behind the tip forward over the tip.
Ill show some photographs later if noone else comes in first.
(P.S. Its similar to step 7 of robin glynns blackbelt)
P.P.S need help with step 34-35 myself:P

Don't wanna go off topic but, I've seen step 48 kind maneuver in other places (Angelfish to Zen, eight pointed star and hummingbird, Montroll's crab form animal origami for the enthusiast). I don't know how to call it, it seems some kind of open sink but it's different as you put the sunk part upwards.
