pls help with elias stretch

hi im new of the forum. i'm trying to fold the R. J. Lang's Dancing crane, but i don't know how to do the "elias stretch the flap an open it out". this step in the diagrams is the 15. pls help me

Where are the Diagrams ? I've never folded Lang's Crane, but here are some references for the Elias Stretch:
