Noboru Miyajima - Cat

Hello!
I tried to fold a cat from the tanteidan no 8 by Noboru Miyajima. At step 19 I'm not able to do the fold that is mentioned. I wonder if I maybe make something wrong at step 17 because I do not have so I can make a squashfold or what is suggested in step 19.
I also have trouble to understand what is going on in step 24 and 28. I don't know what the arrows means. I would be glad if I could get help.
