Noboru Miyajima - Wolf

I just recently picked up a Origami Tanteidan Convention Book 14 at a yard sale, so I decided to try out some folding... bad news is I suck. I started folding the wolf and got stuck on a measly step 16.

It's in Japanese, so I don't understand the step. Can someone describe the step? or make a quick video.

for what i can see, its a mountain fold, just take the top layer and pull it back!
guide yourself with the image on step 18, it should look like that when you fold up the little flap

Thats the problem, when I fold it I don't have a little flap. Did I do something in the steps leading up? should I start over? or am I just an idiot and it should not be this hard.
