Ichikawa Manabu - Lei

Could someone explain to me how they went from Step 15 to Step 16? The instuctions are in Japanese :?

Its on page 85 of the Oragami Tanteidan 12th Convention book.

Open the flap on the right from underneath , than first squash fold the lower part flat than carefully press the upper part flat as well. You can describe this manoeuvre as spread squash.
