Could someone explain to me how they went from Step 15 to Step 16? The instuctions are in Japanese

Its on page 85 of the Oragami Tanteidan 12th Convention book.

Open the flap on the right from underneath , than first squash fold the lower part flat than carefully press the upper part flat as well. You can describe this manoeuvre as spread squash.
