Step 15 of this model, found on page 123 in Origami Menagerie, seems relatively simple, but for some reason I just can't get it. Any help?

Yep, that's an outside reverse-fold. I find in this sort of situation it's easier to just crease it, open the model up a bit and fold along the crease, then collapse back down again.
