I have been trying to fold this model several times, but always seem to end up changing the folds, as I can't get the creases in the right spot.I always have issues with finding the proper reference point (or division) of the sinking of the inner portions, and the head. The head poses a particular difficulty, because I don't know which section to fold first. Any help on this cp would be greatly appreciated.

The reference point appears to be the same one than in the first version's CP, if that can help (because that reference point is pretty awkward looking). Actually, at first glance, the CPs of the first and second versions seem to be almost identical. You might want to print the CP and check it out for yourself.
I'm pretty sure the divisions of the inner bottom portion is fifths and you should use those folds as reference for the rest of the inner portion. As for the head, you should be able to collapse it all at the same time I believe. But, keep bottom of the head (the lines which seem to go right through the middle of the head and result in some sort of pleat in the neck with a point sticking out) last.

Hope this helped and wasn't too confusing :)

Fifths! Why didn't I see that before? Thanks! After looking at the head, it seems that I need to fold the outside lines first, and work my way in to the center. That would set all the folds coming from the center-bottom of the head in a straight lie, and it seems that it would just be a matter of squashing the center and mountain folding the remaining flaps together. I'lll see how this works out...
