I am on step 22 of Montroll's fox. I have had troubles with this step before but I have gotten past it some how, I just need a little reminder of how to do it. I've successfully made this fox 5 times which is embarrassing because now I can barely remember how to do this step.

Ah I figured out the trick. I found that step 23 is useless. You can fold it from 22 to the figure shown in 24.
