I'm stuck on step 15, there's a lack of understanding of the picture and the words.

I did not fold it but I think it is very clear: your rhomb in step 10 divided to two triangles - two top layer of the paper; steps 11-14 are "rabbit ear" which lock part of that top layer under rabbit ear triangle; you must release locked paper - pull it out completely - unfold rabbit a little bit and open that top layer - or something similar; try it and you will see that it is easy. I hope this helps.
