Help with Three Headed Dragon

Hey guys, i'm fairly new to origami, and i am on my journey to make Anibel's Three Headed Dragon, so i will be posting like question on steps where I am stuck. For starters, here is the site http://dev.origami.com/images_pdf/dragon_3heads.pdf , I am currently stuck at step 20 , i just can't understand what he wants me to do. Help will be much appreciated.
