playing foxes by Tsuda Yoshio, stuck on step 17 and 18 on folding it in half?

I feel like I remember there being something wrong with those diagrams...I'll have to check my book later today for you.

Despite it being a confusing step, the diagrams are technically correct. 17 has you bending the sides down, and 18 literally just folds it in half. You're going to have four sides (two tails, two heads) just sticking out in 3d. All you have to do at this point is to fold the tails towards themselves, and you'll wind up at the next step. Instead of typing out a thousand more words, here's some pictures:

Sorry for necroposting, but I'm quite confused on what is going on step 21. Can anyone help?
