Robert J. Lang's Samurai Helmet Beetle

From his book, "Insects and Their Other Kin."
On page 133, step 14 of the Beetle, it calls for an "asymmetric Preliminary Fold." The beginning of the book, nor any searches for the book, the author, the beetle, alternative names for the fold, yield any help on how exactly you create this. The following diagram looks unlike any fold diagram I've looked at or have actually completed.

I have tried to follow the folding indicators with a square base, but I believe the terminology escapses my thought process or his diagram is very insufficient. If I'm simply not understanding simple Origami knowledge, I am sorry. I would like some help as to what Step 14 is asking me to do.
