Actually, I think that the base is folded and then the scales are folded on that big flat area that makes the tail through all layers. This might seem ridiculous but I think he's used the technique in a similar way on his Balrog and some of his barbarians.

I have a question as well. For the mermaid, considering she has a dwarf hat, is that used to model the hair? If so, are there any tips for modelling the hat into hair?
