I don't go sailing for fish

Well, I don't go fishing at all

I love sailing because you can go with the wind (that means silance, no engine exhost, etc), completely merged in nature

Few corrections there. In Japan you can choose to only have a license for automatic transmission. And I would say the "training" is much more expensive than rigorous. You go every saturday for a few months or 2 weeks straight in the holidays. After that, unless you are as dumb as a rock, you get your license. The price goes for 2500 - 3000 USD.

BTW, public transportaion in Japan rocks if you live in a big city like Tokyo or Osaka; not so much if you live in the province...

As for the traffic accidents, I guess the lower speed limit is also a good factor.

Driving simulators are go. that's about as close as I have got, though I do own a remote control car that travels at 70km/h- not your typical plastic toy. There is a professional track I race at, and it is not crowded by 8 year olds. Most of the guys there are about 50, with cars that are traveling at around 120km/h- serious stuff. I could modify my car to travel at speeds of up to 110km/h, but it is to expensive to be viable.
