Maneki Neko (Chinese Modular)

Hi dear friends,

I'm having difficulties with making a maneki neko -
the japaneese fortune cat even with instructions!!

here is how this hobby kit looks like, maybe some of you know it:

my problem is: i can make the basic element but can't start with the first stage (step 1 - make 7 layers of 30 pieces in a circle)
i can't make the circle

can you help me?
