Yes, those are perhaps not my best diagrams...at some point, when I diagram v. 2.0 of this model, I'll have to do it better. I think it will require doing it from both the top and the side views because the necessary creases lap from one to the other...

The key is to unfold the tiny, hidden preliminary fold and squash out the point to get to step 59. In that step, note the square of creases (one of which forms the front edge of the frill)--those are terrific guidelines. The three-sided (looks in the diagram like it's four-sided) front portion of the squashed-out frill in step 59--the part to the left of the vertical valley-fold line--simply gets folded back on top of the larger, back part of the frill; then the resulting flap just gets rabbit-eared. In doing so, you will have to create two new mountain folds (one on each side) that are not visible or depicted in step 59, but they form the angled, lower-rear margin of the frill seen in step 60 (the part right over the shoulder). The guide for this is the crease line that you can see in step 60 angling toward the corner where the rear margin of the frill changes from being angled to vertical. Once you have made those creases, the frill assembly should lie flat.

Dunno if that helps or not, but...
