I have successfully made some of the easier models in this book, but I think there is a missing step or an incorrect drawing on this page.
I am pretty sure that step 8 can not follow from step 7, simply because of the color clues. By step 9 the paper has been folded in such a way that it has a 4-fold symmetry, which could be helpful in intuiting what has to be done.
I could provide an image of page 48, if someone would tell me how.

the diagrams are correct, I assume that your didn't see where the arrow is leading to
