Eric Joisel's Rat

I am completely stuck at step 22- 24 and have been trying to figure it out for almost an hour to no avail. Does anyone know how it works, or have folded Eric Joisels Rat before? (It might also be a bad thing that the instructions are not in english and I don't understand it)
