Hi
I have started working on the Jeremy Shafer´s dollar bill eagle that is balancing over a pyramid. My problem is in the part where you fold the wings to a 90 degrees agle. It says "Make the wings go even further out with petal folds". I know how to make a petal fold but i just can´t understand how to do it with the wing. Help me please.

Those are not really petal folds, but squash folds.
All Jermey wants you to do is pull down the wing really far. While pulling it down you must squash the paper (the little triangles in step 21). If you did not squash it, you would not be able to pull the paper down far enough.
So just forget the "petal fold" and pull the flap down until it looks something like step 21
