This model is rather complex and if you define yourself as a newbie, it might not be up to your skills (or better the other way around) but if you still want to try it here is the explanation to those steps you asked about
Make sure you did steps 1 to 9 correctly. When you turn the paper over as told in step 9, you get what is shown in step 10.
10. Beneath the top corner there is a crease you should have created in a previous step. Fold that as valley and at the same time "close the model" by folding as mountains where indicated (you should have all these creases already), in this step you just fold along them. As you lift the paper it will want to bring some of the paper from the layer behind, let it do so along the creases made in a previous step and shown as valleys on step 10.
11. When you get to the shape shwon in step 11, follow the instruction that translated means "Take crease AB over BC, crease and unfold"
12. Fold the flap to the right as far as it will go creating a vertical valley crease.
13. Fold AB over BC, crease and unfold.

"Collapse" basically means to fold multiple creases at once. Once you have a set of creases made, they can be eased or "collapsed" together.
Also, in diagrams, pay more attention to the pictures than the words. This is especially true if the language used is not your first language. When I draw diagrams I don't even usually put words. This is partly due to laziness/not wanting to try to figure out how to explain the steps in words, but also to not cause non-English speakers to see the diagrams, think to themselves "I can't read English". If there are no words, you can't possibly have trouble with the language.
So look at the picture, then try to make it look like the picture in the next step.
