Good for you to getting to step 7 if you've only just started with origami.
I'm not sure whether you are unsure about step 7, or about step 8, so I'll try to give you some hints on both.
Step 7:
Simply fold the tips of the star to the centre. Then flatten the flap on the left that will pop up (egde of the hexagon). This will create the the creases that start in the points and the middle of the edge. Note that the diagram claims that you have mountain folds that will form a star, but really half of them will be valley folds, similar to step 1. Proceed with the point to the right, and so on.
Step 8:
Squash each of the flaps. This will balance out the model again and you'll have the mountain folds all around that were indicated in the previous step.

Just look at one half. The other half will be done the same on the other side after. First make the valley fold on the left spike. You will see that the model will turn 3-D in the top. The paper of the middle spike will probably start to open a bit. Now fold the valley fold on the middle spike. In the centre, where the two spikes meet, make a squash fold. The paper should quite naturally want to do what you're supposed to.
