Kamiya's Carnotaurus Step 14

I cant seem to do step 14.

I dont see how you fold it to make it look like the diagram. :?: :?:

A diagram or video would be best.

The only difference between step 13 and 15 is the white layer which was wrapped around. (it's the same process that appears in a blintzed frog base for example)
