Roman Diaz, owl

I know i am a total noob at this but can someone please tell me how to do that fold in step 14 to step 17 in the diagram

I guessing that it's from book Origami Essence, but which page? 17 or 99? Also that one from page 17 have steps 14-17 pretty easy, so I think it's the second one, am I right?
