Hello and welcome to the forum! :D
For step 18, on the back of the finished step 17, you should have a flap. Just fold it over as instructed on the picture so that it looks like picture 19. As for step 19, it is a precrease step (fold and unfold-used for future references), so just fold from the landmarks (the circled points) as instructed on the picture. What he means by step 16 is in step 16 you folded 2 vertical lines. On the flaps shown you should already have a horizontal line from folding the diagonals in the beginning of the diagram (step 1). So you should only mountain fold from the landmark he showed on the corner to the vertical line made in step 16, making a triangle of sorts.

Hope I didn't confuse you more...good luck and post pictures when you're done!

Well, I'm not sure if it's going to affect the model's appearance (maybe slightly stockier legs), but I think the sinks should have been sunken more (that's just my opinion, don't worry too much about that  ). As for the "fold over" in step 18, yes, you're not supposed to fold a lot over, just as much as the paper lets you, which should not be a lot.

I think you did a closed sink at that instead instead of an open one, which is preventing you from folding the flap any further.
