You have to squash the flap, keeping the bird base point at A 90 DEGREE angle.

Think Marc Kirschenbaums bee, steps 13 to 16, its essentially the same thing.

redheadorigami, if you're too lazy to actually help, then don't bother posting.

George, the problem is that you're doing the substeps in the wrong order. You need to open the flap first before starting the swivel; right now, there's an area of the paper that needs to come down but is instead getting stuck inside the base of that flap on the left side of the model. Open the flap and pull out that paper, and you should be good to go.
